Indian Institute of Science Education and Research Thiruvananthapuram (IISER TVM; https://www.iisertvm.ac.in) invites applications from eligible Indian nationals for the post of REGISTRAR – 1 (One) in the pay scale of Level – 14 (as per 7th CPC) for a tenure of not more than 5 years on contract/deputation.

Mode of Recruitment

Deputation (short term contract) or on contract recruitment basis for a period of five years as per Statute No. 13.


Essential Requirements

Educational Qualification:

Masters' degree with at least 55% Marks or an equivalent grade in a point scale and;

Experience:

  1. At least 15 years of experience as an Assistant Professor in pay scale academic level 11 (or equivalent VI CPC scale) and above or with 8 years of service in the pay matrix academic level 12 (or equivalent VI CPC scale) and above including as Associate Professor along with experience in administration of an educational organization/institute.
    OR
  2. 15 years of administrative experience, of which 8 years as a Deputy Registrar in pay matrix level 12 or equivalent post in Government/Government research establishments/Universities/Statutory organizations/Government organizations of high repute.

Job Description

The incumbent is expected to participate in processes at the conceptual level. He/She will be overall in charge of General Administration, Finance & Accounts, Stores and Purchase, Engineering & Estate, etc., and is also expected to provide administrative support to the Director.

The incumbent shall act as a Secretary to the Board of Governors/Finance Committee/Senate of the Institute and such other committees. The incumbent may also be called upon to take up other responsibilities as assigned by the Director from time to time.

General Conditions & Instructions for Applying

  1. The applicants must be citizens of India.
  2. The qualification, experience claimed, and age limit prescribed will be reckoned as on the last date of receipt of the online application,i.e. 06 January 2025.Experience claimed will be reckoned from the date of obtaining the minimum essential educational qualification. The period of appointment as apprentice/trainee/fellow/research associate will not be considered for counting the experience.
  3. For institute employees, there will be no upper age limit. However, at least a year of service has to remain on the last date of submission of the application till superannuation of the internal candidate.
  4. The pay scale mentioned is according to the 7th CPC and carries usual allowances as applicable to Institute employees.
  5. The selected candidate is also eligible for other benefits like Medical Reimbursements, LTC, etc., as per the GoI norms. This advertised post is covered under National Pension System.
  6. The prescribed qualifications/experience indicated are only minimum, and mere possession of the same will not entitle the candidates to be called for further selection process. Where the number of applications received in response to the advertisement is large, the Institute shall be at the liberty to restrict the number of candidates to be called for further selection process to a reasonable limit on the basis of qualifications and experience in the Central Government sector and/or higher than the minimum prescribed in the advertisement. The applicants should, therefore, furnish details of all qualifications and experience and should upload scanned copies of all certificates.
  7. The equivalent pay, wherever claimed, will be calculated as the sum of initial pay in Cell 1 of the respective pay level, as per 7th CPC pay scale or as per the minimum pay of the respective pay scale of the Central Government relevant to the period of experience claimed. Necessary equivalency pay level certificate issued by the present employer is required to be submitted by the candidate, in case of such a claim of equivalency in the pay level.
  8. Candidates must disclose details of information, if any, on penalty/punishment awarded to them /or inquiry is going on against them in the application.
  9. Candidates must disclose all details of inquiries initiated/penalty or punishment awarded/inquiry proceedings pending, if any, in the application.
  10. Persons with Disabilities (PwDs) must submit the relevant Disability Certificates as prescribed under PwD Act 1995 and subsequent ‘The Persons with Disabilities Act, 2016.’
  11. The experience certificate should be in the organization letter head and should have clearly state the post held, nature of job, period of employment, experience in administration and pay scale. The experience certificate should bear the signature, name and seal of the issuing authority.
  12. The equivalent pay, wherever claimed, will be calculated as the sum of initial pay as per the respective pay scalesICPC at the time of employment.
  13. The application has to be submitted online. Incomplete applications and those that are not supported by relevant documents as claimed in the application will be summarily rejected. The online application with attachments will be considered for further processing only if the printout of the application along with self-attested supporting documents are received before the last date prescribed.

  16. Candidates working in Govt. organization/Semi-Government Organizations should forward the application through proper channel or no objection certificate should be uploaded along with the online application. Vigilance clearance should be included along with the application submission.
  17. Applications incomplete in any respect and/or not accompanied by relevant certificates/documents/photograph/application fee/experience certificate and application received after last date of submission will be summarily rejected.
  18. The institute reserves the right not to fill up the vacancy advertised without any providing reasons thereof.
  19. Canvassing in any form and/influencing the selection by any other means will result in disqualification.
  20. List of shortlisted candidates for further selection process will be published on the Institute's website, and the shortlisted candidates will be informed through e-mail as well. No other written communication will be made in this regard. Hence, the candidates should make sure that they provide correct email IDs and mobile numbers. Candidates should regularly visit the Institute website, i.e., iisertvm.ac.in, for updated information regarding the recruitment.
  21. The shortlisted candidates have to produce original documents in support of the claims in the applications regarding their educational qualifications, experience, NOC, Vigilance clearance, etc., which will be verified prior to the selection process. Those who fail to produce the original documents, as claimed in the applications, will not be allowed to participate in the selection process.
  22. TA, restricted to II AC fare for the shortest route, will be paid to those attending the selection process.
  23. The Institute reserves the right to regularize/modify the pay scales or other service conditions, if found necessary later on, due to any change in the policy as decided by the BoG of the Institute or the Government of India.
  24. Interim correspondences/telephone enquiries will not be entertained.
  25. The service conditions are as per the NITSER Act and Statutes of IISERs issued from time to time and will be binding on the selected candidates.
  26. The jurisdiction for all legal matters for this recruitment will be at Thiruvananthapuram courts, and legal cases filed (if any) in other courts will not be maintainable.

HOW TO APPLY

Step-1:
Register for creating User ID and Password for online application in the Institute website. The online applications can be submitted within the last date.

Step-2:
Fill the online application form complete in all respects and submit the same online. The online application consists of six stages. You can save the application at any stage before final submission to edit/review any field. No change is permissible after the final submission.

Step-3:
After submission of the form, payment gateway will open for payment of fee (INR 1000), which is not applicable for SC/ST/PwD/Women/Ex-servicemen candidate. Follow the instructions carefully for payment of fee. Without payment of fee, application will not be accepted/considered.

Steps to make payment:

  • After the final submission, you’ll be shown the payment information.
  • Click “Proceed for Payment”. You will be taken to the SBI Payment Gateway.
  • Complete the payment using any of the following methods (UPI/Internet Banking/ Credit Card/Debit Card).
  • Please don't click “Refresh” or “Back” button.
  • Upon successful transaction, you’ll be automatically taken back to the Application portal, where you can see the payment confirmation.
  • You will also receive an automatic email as a confirmation for the payment.
  • In case of failure of transaction but money debited from your account, kindly re-check the application portal after half an hour.
  • Feel free to write to “webprogrammer[at]iisertvm[dot]ac[dot]in” in case of any payment related queries.

Step-4:
Take a print-out of the completed application form, and forward the same along with self-attested copies of the certificates of educational qualification, proof of date of birth, experience, category, etc. as claimed in the application by ‘Registered/Speed Post’. The institute will not be responsible for the postal delay, if any.
